MAJOR FUNCTION This position reports to and serves at the pleasure of the Waste & Recycling Director, overseeing the Financial, Customer Service, Special Assessments, Scale House and Administrative sections of the Division.
Responsible for managing these sections operating as an enterprise fund with budgetary responsibility for approximately $200,000,000 for all funds.
Supervise three (3) or more direct reports and manage at least eight (8) indirect reports.
Works closely with the County Manager's office and other County Directors and Managers.
This position assists with the implementation and update of the Long-Term Strategic Business Plan.
ILLUSTRATIVE DUTIE Represents the Division Director in meetings and otherwise as assigned Supervises three direct reports and is responsible for the Customer Service Section, Accounts Receivable/Payable Service Section, Accounting/Cash Receipts/Inventory Section, Scale House, Special Assessments, and Contract Management.
Prepares W&R budget and manages all associated funds of approximately $200 million and serves as the direct contact for a residential customer base of approximately 140,000.
Oversees 3rd party scale house transactions totaling approximately $ 13 million annually.
Coordinates tracking and follow-up systems to ensure that the complaints are resolved, performance is measured and customers are served.
Organizes designs, supervises and performs specialized research and implements various projects.
Composes letters, correspondence, public messages, memoranda and reports pertaining to the Section's activities.
Maintains records and statistical data at Divisional level.
Monitors work by employees to ensure proper demeanor, accuracy and conformity to established standards.
Analyzes financial aspects of the Division, reporting trends, needs, variances and offering suggestions for improvements.
Develops internal analysis for setting tipping fees and calculating annual assessment rates and verifies cost of service analyses to ensure adequate revenues are equitably collected for service provided to customers.
Responsible for the communication of expectations to the work group, providing the necessary training, support, direction, motivation, promotion, evaluation, correction, and/or discipline to achieve the desired performance, and quality goals.
Creates long-range financial predictions, forecasts trends and shares information with other divisional managers for strategic planning Conducts public presentations to employees, citizens, civic groups and elected officials regarding advancements, changes, policies, and rate changes.
Coordinates the work of this Section with other agencies, county officials and elected officials, providing reports, studies, analyses, interpretations and recommendations.
Develops, amends and clarifies official plans, policies, standards and procedures for consistency within the Waste & Recycling.
Establishes and maintains proper fiscal controls to monitor revenues, expenditures and processes.
Communicates and implements organizational plans, policies and procedures to ensure delivery of excellent customer service, strict compliance with governing regulations and highest levels of accountability for the work group.
Provides recommendations and support to management.
Ensures that subordinates are prepared, motivated, productive, and challenged in their work assignments to maximize performance, and make work meaningful.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, work cooperatively, and provide high-quality, seamless customer service.
Represents the Division at various meetings including Board of County Commissioners, associations, professional organizations, civic groups and other meetings as necessary, including delivery of presentations regarding the Division.
Works closely with other managers and Divisions.
Complies with deadlines and ensure section employees meet deadlines, reporting dates and timely responses to requests for information.
Conducts regular performance reviews of Section, Division, and subordinate employees; using reviews to recognize accomplishments, to set measurable goals and to give direction.
Monitors and manages the Division budget, service levels, workload indicators and performance measurements.
Tracks costs, monitor revenues/expenditures, define trends, maintain sound fiscal control, communicate variances between predicted/actual results and otherwise maintain soundness of the Division's finances.
Ensures that excellent customer service is provided to all existing and new customers.
Accepts responsibility for coordination of and implementation of rate studies, and audits, including direct coordination with the Clerk of Courts Prepares complex financial reports, cost-benefit analyses, projections, multi-year forecasts and other reports to guide future decision-making.
Fosters and encourage a teamwork environment through the effective hiring, orienting and coaching.
Maintains harmony among employees and resolves grievances.
Utilizes current technology, software and systems of the Division and applies best management practices of Government Finance Officers Association, Federal Regulations, Florida Statutes, Government Auditing/Accounting Standards, and County Ordinances.
Performs other duties as assigned.

Knowledge of automated and software systems including word processing, spreadsheets, electronic mail, data base and mainframe programs, with preference for individuals with specialized knowledge of AutoScale billing software, CAMA software, Oracle, and RFID technologies.
Ability to attend scheduled and unscheduled meetings; before, during and after regular business hours MINIMUM QUALIFICATIONS Graduate of an accredited four (4) year college or university with major course work in finance, management, business, accounting, or a related field, and have a minimum of five (5) years' work experience in a waste, recycling or business work climate, including a minimum of three (3) years supervisory experience.
Work history must demonstrate ongoing advancement, continuous learning, progressive development and track record of positive accomplishments.
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
SPECIAL PREFERENCES Private solid waste industry experience highly preferred.
SPECIAL REQUIREMENT This position may be required to report for work when a declaration of emergency has been declared in Polk County.

Estimated Salary: $20 to $28 per hour based on qualifications.
